First, have your sim dive into a pool using the diving board. Just as he starts the diving animation, move him to the top of the balcony using the move objects cheat. The first thing you'll notice is that you can't place him directly next to the railing. So you'll need to place the sim at different spots and film each "jump" from a different angle.
